It does change the TPE incentives - makes it more valuable for rebuilding teams and absolutely worthless for contending teams.  Good and bad...I definitely understand the point but I think there are just too many ways around it.

Let's re-visit the TPE only being paid by one team before next season.  It's intriguing (I don't agree with it but I see the point) but we're too close to FA to be making last-minute changes like that.
