"By Sim X" Clarification

When something needs to be done by a sim number per the rules, a GM has until the sim is run to comply, even though most processing of trades, cuts, etc is done at the "end" of that sim.

The wording is inconsistent in places as previously all processing was done before any days ran in a sim. This was changed to having transactions process at the end of a sim for administrative purposes (lots of things get messed up when you process the first day of the sim).
