Post-FA Signings Rule

Street free agents are available to any team under 12 players starting the night of PS1.

Street free agents are available to all teams starting the night of PS2.

NO LONGER FIRST COME FIRST SERVE.

If two or more teams place an offer on the same FA before a sim takes place, each GM will send the bid to the commish (or another GM if the commish is involved in the FA bidding). Bids can be up to the soft cap amount. If the bids are the same (which may include that both GMs can only offer min because they're both over the soft cap), the winner will be randomized and the "winner" marked down has having "won" once. In the future, if there is a tie, the GM with the lower amount of "wins" automatically wins the randomization draw.
