Seems like a salary hold that's part of the larger deal.  Jazz is sending Waters and Mack for the 87 First, Bote, and Blazers agreeing to hang on to ~7.5m in cap space until after FA.  Of course, it will cost them a TPE to do that (assuming Jazz is over the cap by the time of the second trade).
