REVISED:

Teams can sign up to 12 players beginning at 10pm the night of Manual Preseason.

All teams can sign players beginning at 10pm the night of Sim1.

I updated the OP to clarify the current rule.  Sim1 at 10pm for teams under 12, Sim2 at 10pm for teams at or above 12.
